Opportunity at a Glance The Village of Orland Park, a dynamic,
progressive, growing community seeks an--Assistant Development
Services Director --to provide leadership, direct, manage and
oversee the Planning division, and in the absence of the Director,
supervise and monitor the day-to-day functions of the Development
Services Department. This Department includes Administration,
Planning, Economic Development, and Building divisions.The
CommunityOrland Park is a premier community located 30 miles
southwest of Chicago's Loop with a residential population of nearly
60,000 (full build-out expected to peak at 75,000), and is the
commercial and retail hub of the Chicago south suburban region.
Orland Park continues its wave of growth and prosperity from a
historic, rural community to a dynamic corporate and commercial
center.Orland Park has a unique blend of residential and business
communities in the midst of more than 700 acres of parks and open
lands. In 2014, Orland Park was named one of Chicago Magazine's
"Best Places to Live." Important factors for this recognition are
its low crime rate, exceptional amenities and access to downtown
Chicago.The Village of Orland Park operates under the
Council-Manager form of government, with legislative oversight
provided by an elected Mayor and Board of Trustees. The corporate
authorities include the Village President (Mayor), the Village
Clerk and six (6) Village Trustees, each of whom is elected
at-large to a four-year term.The Village of Orland Park is a full
service community employing approximately 275 full-time employees,
approximately 650 part-time and seasonal employees combined.
Departments include: Information Technology, Development Services,
Finance, Human Resources, Public Works, Mayor's Office, Parks,
Police, Public Information Office, Recreation, and the Village
Manager's Office.The organization's strategic plan goals include
economic development, downtown development, quality of life,
fostering an environment that focuses on customer service,
continuous service delivery improvements, and efficiency
enhancements.The Village is a home rule community with a very
stable financial standing. The Village of Orland Park has excellent
bond ratings of AA+ from Standard and Poor's. Operating and capital
budgets for Fiscal Year 2020 were balanced without the
implementation of any new revenue sources.--Additional information,

Responsibilities The Assistant Director is a highly responsible
administrative/management position involving technical work in
planning and directing all operations of the development review
process, long-range planning, economic development, zoning,
historic preservation, project design and grant administration of
the department. Under administrative direction, work performed is
of considerable difficulty and is reviewed as to progress and
conformance to established standards.--This role will advise the
Department Director, Plan Commission, and Elected Officials on all
zoning, annexation, development, re-development, economic
development, comprehensive planning, as well as Building Code and
Village Code related matters; r eview and discuss work progress and
scheduling with subordinates and make adjustments as needed;
inspect various projects from time to time and make changes in
assignments as necessary; w ork closely with vendors, developers,
engineers, attorneys and other consultants representing the
Village; and m ake recommendations to the Department Director
regarding personnel matters In addition, the Assistant Director
will manage and oversee the Planning Division and assist in
managing the day-to-day activities and operations of the entire
department; assist in the development of policies and procedures
for the Department in order to implement directives from the
Department Director, Village Board or the Village Manager;
formulate and enforce department rules and regulations as well as
work methods and procedures; make and review all personnel
assignments within the department; handle grievances, maintain
departmental discipline and the conduct and the general behavior of
assigned personnel; investigate complaints by citizens; answer
questions by the elected officials, public, subordinates, staff
members, and supervisors; and ensure department committees are
staffed appropriately. Work involves responsibility for
coordinating, planning, organizing, assigning, directing, and
reviewing the work of a large staff including managerial,
professional, technical, and clerical across union and non-union
personnel.-- Qualifications, Knowledge, Skills The ideal candidate
is a current leader in the planning/development field and is a
confident, proactive and collaborative professional. This leader
will have seven (7) to ten (10) years of progressively responsible
related experience and three (3) to seven (7) years in a management
or supervisory capacity within a municipal environment. Must have
strong interpersonal, oral and written communication, and
organizational skills.-- Thorough knowledge of the principles and
practices of community development, architecture, planning,
economic development, and related operations is needed. Also,
experience/knowledge of supervisory principles, council/manager
form of management, departmental policies and procedures are needed
to perform the core responsibilities of this position. A degree in
Planning, Public/Business Administration, or a closely related
field is required. Completion of a Master's Degree in Planning
Public/ Business Administration or closely related to the
Planning/Development or related field is preferred. Thorough
knowledge of the principles and practices of community development,
architecture, planning, economic development, development finance
and related operations is also required. The ability to establish
and maintain effective working relationships with individuals and
groups; meet with residents, outside agencies, and other sources as
needed is required. The ability to prepare plans and reports;
establish and maintain operational records; make verbal
presentations, and to make recommendations and persuade individuals
and groups to follow certain courses of action is also needed. Must
be able to motivate subordinate personnel; direct subordinates in
skilled and unskilled activities; maintain working relationships
with subordinates, co-workers, state and village officials, and the
general public. Compensation & Benefits The salary for this
position is +/- $115,000 depending on qualifications. The Village
of Orland Park offers a comprehensive employee benefits program

employee wellness program. Retirement benefits through the Illinois
Municipal Retirement Fund (IMRF) are provided along with the option
to participate in a 457(b) plan with options through Nationwide,
