duties of this position at the full working level. If this vacancy
includes more than one grade and you are selected at a lower grade

duties and receive training to help you grow in this position:*
Meets with managers and executives within the Service to define the
overall goals and objectives of the project.* Prepares action plans
and schedules for various phases of project accomplishment, both
short and long-range; ensures that plans are consistent with
Service goals, schedules, and policies.* Prepares recommendation
for resource requirements to accomplish the project; negotiates
with managers of various components of the Service to obtain needed
resources and support.* Establishes a system to review, control,
and report on project status.* Plans, coordinates, and establishes
operating methods and procedures for accomplishment of project
mission; as needed, directs the development and accomplishment of
employee training relating to the

experience is not required. The experience may have been gained in
the public sector, private sector or Volunteer Service. One year of
experience refers to full-time work; part-time work is considered

meet the following requirements by the closing date of this
announcement:SPECIALIZED EXPERIENCE GS-11: You must have at least
one year (1) of specialized experience equivalent to the next lower
grade level (GS-09). Specialized experience for this position
includes: Preparing evaluations for a segment or phase of a broader
project or study. Experience utilizing conventional techniques to
gather, assemble, and analyze facts, draw conclusions, and devise
alternatives; preparing draft reports and other substantive
guidelines and materials; recommending changes and/or alternative
methods, processes, and techniques to improve program and
administrative procedures. Experience performing operational
reviews, program evaluations, and guidelines pertaining to the
effectiveness of line program operations and proposing
recommendations and conducting studies of employee/organizational
efficiency and productivity.ORYou may substitute education for
specialized experience as follows: Ph.D. or equivalent doctoral
degree in any related field of study at an accredited college or
university.ORThree (3) full years of progressively higher level
graduate education leading to a Ph.D. or equivalent doctoral degree
in a related field of studyORLL.M. if relatedORYou may qualify with
an equivalent amount of combined experience and education as
described above.SPECIALIZED EXPERIENCE GS-12: You must have at
least one year (1) of specialized experience equivalent to the next
lower grade level (GS-11). Specialized experience for this position
includes: Experience utilizing evaluative and analytical methods
and techniques to identify and measure accomplishments and
progress, revise methods, and develop new approaches to information
gathering; knowledge of project management techniques to plan,
schedule, and conduct complex projects; mission, organization, work
processes and related administrative activities to identify actual
or potential problem areas, trends, deficiencies, or other similar
factors affecting operations; budgeting methods and techniques to
prepare analyses and estimates. Experience with oral and written
communication techniques to present findings and negotiate
solutions.SPECIALIZED EXPERIENCE GS-13: You must have at least one
year (1) of specialized experience equivalent to the next lower
grade level (GS-12). Specialized experience for this position
includes: Experience utilizing a wide range of analytical and
evaluative methods and techniques, both qualitative and
quantitative; applying project management principles to programs,
projects, and studies concerning the efficiency and effectiveness
of operations and means to improve them. Knowledge of project
management to evaluate complex projects and studies and experience
identifying problem areas, trends, deficiencies, and other similar
factors affecting operations. Experience utilizing budgeting
methods and techniques to prepare analyses and estimates, and oral
and written communication techniques to present findings, deliver
briefings, and negotiate solutions to disputed recommendations.For
